I really doubt it will be open at all this Winter but here is what K2 posted about it last month:
Construction Road Closure - Mantua East Spring Re-Piping Project:

Road closures at the Mantua Reservoir beginning Monday, December 10, 2018 for the Mantua East Spring Re-Piping Project. During this time period access to the south side of the dike road will be closed. We will notify the public when access is again available to this area.

Questions may be referred to the Public Works Administrative Offices by dialing 435-734-6615.
