Yes but the real problem is fisherman can't tell the difference between a kokanee  and a rainbow.

YES< and many anglers at Strawberry can't tell the difference between a cutthroat and a rainbow. I have seen so many people cleaning Cutts and not believe me when I tell them they are Cutts. They get combative and argue that they are rainbows?? I think they could put a 4 Cutt limit any size and let people take them home and discourage catching more and releasing them. So many die from deep hooking and poor handling. I wouldn't be surprised if less fish were killed if people caught there 4 and headed home! There is certainly no shortage of Cutts up there.
time spent fishing isn't deducted from ones life
