I'm pretty new to the area but fish quite a lot and know a little about the lakes in the area near Navajo.
I will say first off that Navajo is the only lake around here that I have yet to catch a fish from. I have only fished it twice for an hour each time. I have talked to several people that fish it using bait from the dam and have done quite well. They have recently or will in the very near future plant it with catchable rainbow trout.
There are two other lakes just up the road, Duck Creek and Aspen Mirror. For bait fisherman these lakes are great they are small and are planted every couple weeks all summer (no boats allowed). I watched several people fishing there one day with worms and marshmallows on the same hook and they were catching fish regularly.
One other lake that is generally good to bait fisherman and easily accessible is Yankee Meadows. It is farther north near Brian Head ski resort (awesome drive from Navajo to Yankee). It is my personal favorite and holds quite a few decent sized fish.
Don't expect solitude at any of these lakes. They are all great camping locations and draw quite a crowd every weekend all summer.
Send a private message to Southernman, he is from Vegas and should be able to give you directions from there to any lake in Southern Utah he generally has a data sheet/map for most of these lakes too.

Orange PB and Lime twist works great. If you bring the boat go straight out from the boat ramp to the far side. Most of the fish are near the springs and the boat ramp. Later in the year they'll move around but 80,000 (one stocking) fish can't go that far. Aspin Mirror is my favorite place to go in that area. It's about 100 yards to the lake but the fishing is better. Duck Creek has some nice fish but once the stocking starts it's tough to keep any fish off your line. Either place is good for building confidence and lots of fun for the kids.
Last year they planted 500 10lb bows in Navajo.

My dad, brother, and myself have made a trip to Navajo Lake a couple times a summer the last two years. We rented a boat from the marina (I think it was about $75 for a 14' with a 15HP outboard for the day?) and both times we killed them.
Just using standard trout trolling gear such as needlefish, Blue Fox Super Vibrax spinners, wedding rings, and any other trout gear. The lake has only been about fifteen feet deep at the most over the last couple of years, maybe it has come up some. Either way, getting lures down isn't really a problem. We just long line mono about 100' feet back. The water is very clear and you can see fish when you go over them sometimes.
Two years ago week caught 124(or close to that) in a day. It was the best day of fishing ever. Last year we caught about 50 on the day. It's a great little lake.
We ahve also just fished the entire shoreline across the dam. Throwing Jakes Spim-a-Lure and Super Vibraxes always catches about 5 fish each trip. Most of the rainbows in here are about 15-17". Very healthy fish that fight good and are colored very nicely.
My grandparents own a cabin about ten minutes from the lake and my grandpa told me today that the ice is completely off the lake and people are fishing it. I haven't seen any reports from this year though. Hope this helps.
