Texas trophy bass

I just learned of the texas trophy bass program where the state provides replicas of you r bass if it is caught in the spring and is over 13 lbs. What a deal! Now thats an effective managment tool, use the anglers to get big spawning bass and then release them back into thier water. I wish my state had a similar program. I guess theres a reason texas has the big bass that it does! Someone cares enough to make it work. Does anyone have all the details on this program? I would love to get all the info and suggest it to my state officials as a possible managment tool.
