Netting bait fish

I know quite a few guys net bait-fish and freeze them for use later. Such as ice fishing and verticle jigging.
What methods are legal, and illegal, in Utah? I've looked in the Proclamation and only saw "dipnetting" in reference to cisco. But what about other waters and other forms of capture?

In the Proclamation in Section "D. Taking of Nongame Fish" one finds:

"(2) Nongame fish... may be taken by angling, traps, archery (excluding crossbows), liftnets, seine, spear or underwater spearfishing in the water specified... (3) Seines shall not exceed 10 feet in length or width. (4) Cast nets must not exeed 10 feet in diameter (5-foot radius)..."

[#0000ff]Chubs and redside shiners are the two primary bait species we gather for bait. Yuba reservoir put out a lot of fathead minnows last year, that are small and great ice fishing minnows. But, the exploding perch population has just about wiped out the minnows.[/#0000ff]

[#0000ff]Depending upon where you go minnowin', you can use the cast nets, wire minnow traps, seines or other methods listed. However, if you have kids, you can rig them up with tiny hooks and bobbers and put on just a small piece of worm. Kids can usually catch the heck out of the minnows. They have fun and you get more bait.[/#0000ff]

[#0000ff]When TubeBabe and I go minnowin' in our favorite spots, we set up a tandem (double) rig with two tiny jig heads on size 12 hooks. We just cast into the schools of minnows and often get doubles on most casts. I sometimes think TubeBabe has as much fun catching the minnows as the bigger fish we catch on them later. It helps to envision every new minnow turning into a big ol' kitty, or walleye, or wiper, or troutski, or...[/#0000ff]
