Governor O'Malley Signs Landmark Environmental Initiatives

On April 20, Governor Martin O'Malley signed an Executive Order establishing a Climate Change Commission that will be charged with developing an action plan to address the causes of climate change, prepare for its likely consequences and impacts, and establish firm timetables for implementing the Commission's recommendations. The Governor also signed the Regional Greenhouse Gas Initiative (RGGI), the first cap-and-trade program to control carbon dioxide (CO2) emissions in the United States, which is expected to reduce CO2 emissions from the state's electrical generators by roughly 10 percent by 2019.
