..hmmmmmm he looks to be in water that is faster around him than on the other side of the rock.. he has a fish on.. he is leaning/touching the rock probably for balance.. I would not say he is in trouble but is in the process of moving slowly thru the water to bring in his fish.. thats my two cents.. [

I would say no, "baring he is not fishing below a dam, but the shore line dosnt show sign of daily flood waters...
looking at his 10 foot rod, his vest and bulk in his pockets his blinders the size of his net... he has the apearance to me of a skilled angler who has snuck up on a salmon or really fair sized rainbow/brown and is working him aound the rocks... the shore line dose show signs of high water levels, but not daily, it looks more to be anual high water marks like spring and fall... but ya, I know what you mean if he is planning on walking to the down side of that bolder, we all know the down side of bolders can be deaper in mid stream situations... but seeing the sand on the down side of the bolder he looks fairly safe to me.. One good sized salmon going between his legs would be all it takes to dunkin his donuts, and he is standing right in the path way of traveling salmon.... Do I pass?[crazy] [signature]
