Bobcat Seized in Waterbury
On 6/2/08, EnCon Police officers Steve Stanko and Ralph Concepcion responded to Waterbury to assist the local Police with a bobcat that was trapped in a residential neighborhood. The bobcat was successfully tranquilized and it was determined that it was a bobcat/lynx hybrid that weighed approximately 50 pounds. The Waterbury Animal Control Officer secured the bobcat in their facility. On 6/3/08 EnCon Police officers Paul Hilli and Stan Kucia became involved in the investigation and determined that the bobcat belonged to a truck driver from Florida who was visiting a family member in Waterbury. He had put the bobcat in the basement and at some point children in the family let the bobcat out. Officer Hilli determined that the truck driver did not have the necessary permits to own the bobcat in Florida. Officer Hilli cited the truck driver for Illegal Possession of a dangerous animal. The bobcat was subsequently transferred to a licensed Wildlife Rehabilitator and is awaiting transport out of state to a location where bobcats may be legally possessed.

Foot Pursuit and Narcotics Arrest
On 6/14/08, EnCon Police Officer Steve Stanko was on patrol in Naugatuck State Forest in Naugatuck where he observed a subject in a motor vehicle in the forest after-hours. Officer Stanko attempted to stop the vehicle however the operator refused to stop. The subject engaged Officer Stanko in a slow speed pursuit while apparently throwing items, believed to be narcotics, out the driver's window. The subject, in attempts to evade police, turned down a dead end street and at the end of the road fled from his vehicle on foot. Officer Stanko began a foot pursuit of the subject who was observed to be naked from the waist down. The subject entered a heavily wooded area of the forest and ran into a dense thorn and thicket bush to evade capture. A state police canine was called in to track the subject and ultimately located him. The subject refused verbal orders to exit the dense bush and the canine was sent in and persuaded him to surrender. A search of his vehicle located a quantity of crack cocaine, marijuana and assorted drug paraphernalia. The subject was charged with Interfering with Police / Resisting Arrest, Engaging in Pursuit / Fail to Yield to Officers Signal, Reckless Driving, Possession of Crack Cocaine, Possession of Marijuana, Possession of Drug Paraphernalia and After Hours in a Park/Forest.

Black Bear Killed
On 6/3/08, EnCon Police Officer Tim Hill was notified that a black bear was killed by a subject in Simsbury. Officer Hill determined that the homeowner heard and saw a black bear in his garage and went upstairs in his home and obtained a rifle. The subject then went into the garage and found that the bear had left the garage through the open garage door and was on the side of his house eating a bag of birdseed on the lawn. The subject shot the bear once in the head and killed it. Upon Officer Hill’s arrival at the scene he determined that the subject had been attempting to put the dead bear into a trash can. The black bear, which weighed approximately 150 pounds, was identified as a sow and appeared to be lactating. The subject was arrested for illegally killing a black bear.

Narcotics Arrest
On 6/20/08, EnCon Police Officer Steve Stanko was conducting a patrol at the Derby Dam fishing access area. Officer Stanko observed a vehicle blocking the entrance to the parking lot with a male operator sitting in the driver's side seat with the driver's side door wide open talking on a cell phone. At the time it was dark and Officer Stanko pulled up directly behind the vehicle with his headlights on. The subject made no attempt to pull his vehicle into a parking spot so that Officer Stanko could pass by. As Officer Stanko approached the driver’s side window he could see the subject was making rapid movements with his hands, shuffling papers and shiny metallic looking objects. Officer Stanko had the subject get out of his vehicle and while conducting his investigation he discovered that the subject was in possession of a quantity of pills. It was determined that the pills were Oxycontin. Officer Stanko also located drug paraphernalia in the vehicle. The subject was arrested and charged with Possession of Narcotics not in original container, Possession of Narcotics within 1500' School / Housing Project and Possession of Drug Paraphernalia.


MARINE DISTRICT
Assault
On 6/10/08, EnCon Police Officers Reilly and DeFelice responded to Chatfield Hollow State Park in Killingworth on a complaint of a domestic violence assault. A female had called 911 from inside the park stating her boyfriend had just assaulted her and fled the park. The State Police from Troop F responded and located the subject on Rt. 80, stopped him and held him for questioning. Officer Reilly proceeded to Chatfield Hollow and took a statement from the complainant. The female subject stated they had been riding in a car and pulled into Chatfield Hollow. An argument and physical altercation occurred inside the vehicle and the female got out of the car and called 911. There was a protective order that was active prohibiting any contact with the female subject. The male subject was arrested for Violation of a Protective Order, Assault in the third degree and Breach of Peace second degree. Due to the injuries on the male subject, the female party was also arrested and charged with Assault in the third degree and Breach of Peace second degree. Both subjects were transported to Troop F for processing.

Lighting Strike
On 6/8/08, EnCon Police Officers Chemacki and Reilly were on patrol of Hammonasset Beach State Park when lightning struck an open air pavilion where a group of people had gathered due to a lightning storm in the area. Officer Chemacki was flagged down by a park patron who told him numerous people had been injured when the lightning struck. Officer Chemacki called in the report and Officer Reilly responded. Officer Chemacki found five people injured, one showing no vital signs. Officer Chemacki and Officer Reilly along with the park lifeguard performed CPR on one subject until Madison ambulance personnel arrived. The incident resulted in one death and four other people being transported to area hospitals.
Over the Limit on Scup
On 6/27/08, EnCon Police Officer DeFelice was patrolling Hammonasset Beach State Park in Madison. He was accompanied by EnCon Police Trainee Bill Logidice who was recently hired as an officer for our division and will be starting the police academy in July. Officer DeFelice received a complaint that two anglers were taking over their limit of scup on Meigs jetty. Officer DeFelice and Trainee Logidice walked out to the end of the jetty and found the two subjects fishing. They had numerous fish hidden in buckets and bags around them. The officers escorted the pair off the jetty and began sorting their fish. The daily bag limit for scup is 10 per angler and the pair had 73 between them. They also had three tautog (blackfish), for which the season was closed and one fluke that was less than the minimum legal length. The officers issued infraction tickets to the subjects and seized their fish.
