Well, it depends on the type of rig you are using. Some rigs work best with trebble hooks, some with single hooks. Be more specific on the type of rig you are using (live bait, cut bait, casting, trolling, etc....) and we might be able to help you out.
I should be able to give you some input on the stripers and mackerel, but i've never targeted Tautog.

Tautog, never use a hook thats too big to hook a small green crab with.

Not sure you're going to find Mackerel off the bank, so i'm going to assume you're going to be fishing from a boat or pier.
If i'm using live bait for mackerel, and i'm trolling, I usually use #4 trebbles, 4X strong, on a standard two hook trolling rig with 40 pound single strand wire, sometimes smaller. Trolling is really the only way to effectively target big mackerel. Smaller mackerel, like Spanish Mackerel, can be caught most effectively tossing small spoons or jigging gold hook rigs. (like a sabiki rig, but larger gold hooks, like #6 or so)
For striper, i'd probably use a single 7/0 gamakatsu on a carolina style rig, with a strip of heavy flurocarbon.
