Upper Salmon River Closure Notice

"Fish and Game Director Virgil Moore has signed an order closing the Chinook salmon fishery on the upper Salmon River from the Highway 75 Salmon River Bridge (about 250 yards upstream from the East Fork Salmon River) upstream to the posted boundary about 100 yards downstream of the weir at Sawtooth Hatchery. The closure will take effect at the end of fishing on July 19, 2014."

Just curious as to why they are closing it above the east fork to the weir, but leaving it open below? Does anyone have any info? Lots of wild fish?
