My boy and I are planning to hit Hyrum or the Lakes around Preston, ID for trout. The times I have target trout I have never had success for them. We will be on a float tube with a spinning rod.
Do you troll for them or fish from the bottom?
What kind Lures?
Can you use flies with a spinning rod?
Any info would be appreciated.

Probably as good a setup as you'll find for bait fishing using a spinning rod is the old standard night crawler with this twist. Use a small (1/8 to 1/4 oz.) slip sinker on your line. Put the line through the sinker then tie on a snap swivel to keep it in place but be sure the line slides freely through the sinker. Tie up a hook on about 18" of leader and clip it into the snap swivel. Bait with a miniature marshmallow and a chunk of night crawler. The marshmallow will float the crawler piece and itself up off the bottom where it's easily seen by the trout. You can also use floating powerbait with this setup.
For fishing flies with a spinning rod, substitute one of those clear plastic bubbles you can fill or partially fill with water for the sinker in the setup. Use about a 3' leader to the fly. You can fish a bubble setup with a partially filled bubble to keep your fly closer to the surface or fill it completely to go deeper. When you put the bubble on your line, be sure to run the line in the small end of the little core thingy on the bubble and have your swivel tied where the line comes out the bigger end. If you do it the other way, the force of casting will sometimes pull the core loose and your bubble will drain out.

I would use a spinner. The top 3 for hyrum is a roostertail 1/8th in silver blade/black body/black fur tail, a gold blue fox size 2, black blue fox spinner size 2. Tip it with a worm if need be. Troll that slowly on the west side of Hyrum.
You can use flies on a spin rod, just invest in a couple of clear plastic bubbles to get those flies out there.
