I would have said Green River, but the worn fins say that the fish came out of shallower water or just finished spawning, and the cars in the background say it is a river near a traveled road.

Shiner Minnow, I had to mess w/ the pic a bit to get it to fit on the post. I had on 4 lb. test Stren. He fought for 10 minutes & took about 20 yards off my drag, before he got himself stuck under a submerged fence. I had to get in the water up to my knees to get him out. I hooked him pretty deep & fought him too long to release him. I took him to the cutting board & just got done eating him for lunch. Fresh Lemons, Capers, White wine, WOW!!!!!
