The proclamation won't mention jugging, but if you read the Fishing Methods section of the proclamation ([url "http://www.wildlife.utah.gov/proclamations/2003_fishing/2.html#fishing"]http://www.wildlife.utah.gov/proclamations/2003_fishing/2.html#fishing[/url]) it states the legal methods.[/size][/blue]
